A final line break creates an empty last line. Empty input has zero lines. The list-cleaning tools do not count that final empty line, so their totals can differ.

Why are the character counts different?
A visible character can contain several Unicode code points. UTF-16 units describe another representation, so emoji and accented letters can produce different totals.
Will this match every app?
No. Apps can apply their own counting rules. This tool labels its units and uses your browser’s language segmentation for words.
